I tracked a similar problem down to the server's notes.ini where the KeyFilename= was pointing to my client user id. I changed it to point to the server.id and got past this error.

I'm guessing that you have the Notes client, Domino server and WSAD all on the same machine and that perhaps your Domino server notes.ini has a line like "KeyFilename=admin.id"
